This Education Board was abolished in 1865 and Dr Stewart then became Head of the Educational Department, still combining the two offices of Inspector of Schools and Head Master.
Dr Stewart so remained until 1878, going on leave when Dr Eitel was appointed Inspector of Schools and the late Mr Falconer acted as Head Master. On Dr Stewart's return, he complained of being simply left as Head Master. The matter was referred to the Secretary of State with the result that, in consideration of Dr Stewart's seniority, the Central School was withdrawn from the control of the Inspector of Schools and the examinations conducted by Dr Stewart.
