In order that Your Lordship may understand the present position held by the Inspector of Schools and the Head Master of the Victoria College, I will briefly explain certain facts connected with the subject under consideration.
The present Victoria College - previously called the Central School - was from the year 1862 to 1865 presided over by the late Dr Stewart as Head Master, but who was also Inspector of Schools. At that period a Board of Education existed, and although the Head master conducted the examinations of the school, he was subject to the control of the Board to which he had from time to time to make reports.
