Sir,
I beg permission to address you thus publicly with reference to an Ordinance which passed, according to the reports in the daily papers, the Legislative Council yesterday. It is entitled "The Hongkong Land Investment and Agency Company Limited Ordinance" and the effect of it is to empower a limited liability company bearing that name and formed for the purpose of transacting a certain class of business in this Colony, and in this Colony only, to extend its business to every part of the known world, and to seek investment for its capital, the property of its shareholders, in any and every form of security everywhere, at the will and pleasure of irremovable Directors.
My object in addressing Your Excellency is to entreat you to refuse to sign and confirm an Ordinance that has been, I make bold to say, allowed to pass through the Council improvidently, and which, if its true character and bearing had been noticed beforehand, would never have been
