5. Among the causes which

have led to the excess

mentioned the damage

caused

by the storm of the 29th and 30th

May 1889, unexpected difficulties

at Victoria Battery;

uncertainty

as to the exact way

in which the works were to be

completed, which depended on

the results of experiments conducted at home;

and the slow rate

of

progress and frequent cessations

of the

work, due to

various causes, which has

considerably increased the cost

of transport and

supervision.
