General Officer Commanding to the Officer Administering the Government

Head Quarter Hong Kong, 7th April 1870.

With reference to your Confidential letter of the 26th March 1890, forwarding copy of the 12th December 1889 from the Secretary of State for the Colonies, I have the honor to make the following observations.

It does not appear that any steps are being taken to develop the present Corps of Artillery Volunteers.

As your Excellency is aware, the Corps is under the orders of the Colonial Government, and it is in no way under the General Officer Commanding.

I cannot consider this arrangement satisfactory.
