That every Officer and man function required to go through a course of musketry instruction and target firing and pass out of the 2nd class at least. A fine of at least $10 to be imposed on every man not making himself efficient under this clause. Attendance at the annual inspection parade being a sine qua non of efficiency, absence from the Colony or Medical Certificate being the only valid excuse.

13. Officer and N.C. Officers to obtain Certificates of proficiency before the close of the training following the date of their appointment.
14. That the whole of the drills be got through in the months of December and January each year and that in those months, there be a sufficient number of drills every morning and evening to afford opportunity of getting in the required number of drills.
16. That the Corps be placed, so far as Regulations will allow, under Military authority and subject to Military inspection.
