I mention this because Captain Hastings recently applied for the post and expressed his willingness to perform the duties thereof in conjunction with his own without extra salary, and were it possible to practically limit such duties to the supervision of the Water Police, the Harbour Master, Captain Rumsey, has expressed an opinion that the respective Offices could be combined without detriment to the Public Service.
But such a proposal entirely depends upon the position that Your Lordship intends Mr. Horspool to fill, and even to allow of the proposal being carried out, I should, before recommending it to Your Lordship, desire to make further enquiry as to the expediency of carrying it into effect.
