In the 5th paragraph, General Gordon states that in his separate opinion the system is essential to proper prison discipline in this Colony. I entirely concur with him and believe that were the separate system introduced, such would serve as a strong deterrent to crime among the Chinese community. When I visited the Gaol some little time ago, I was much struck by the evident overcrowding, and I have under contemplation a scheme for the confinement of short-sentenced prisoners elsewhere, and the introduction of the separate system in the present prison. On these questions I hope to further address Your Lordship very shortly, but my proposals are not yet sufficiently matured to enable me to do so.
