3. As explained in my deep no. 1300/22nd Jul 1887, a single non-continuous line of grins will be sufficient, as it will only be necessary to obstruct (and not absolutely block) the passage to large vessels who would probably be likely to avoid the Bank if it were known that there were obstructions of unknown dimensions at uncertain intervals. In this case the estimate of Cost would be reduced to at least one third of the estimate furnished by the Harbour Master.
