been to naturalise individuals by

Special Ordinances, and

advised

that I should not be justified in

introducing

an Ordinance to naturalise

a number of aliens wholesale without Your Lordship's previous sanction.

I shall be glad therefore to

receive

Your Lordship's instructions in the

matter.

I enclose

· copy of a Memorandum by the Commanding Royal

Engineer on the subject of raising

a corps referred to above, with copy of proposed

conditions of service, dated March, 1890.

Sir William De Vaux to Major General Cameron,

referred to in the 3rd paragraph of Colonel Storer's Memorandum.
