Your Lordship
is aware, has hitherto
been to naturalise individuals by
Special Ordinances, and
I am
advised
that I should not be justified in
introducing
an Ordinance to naturalise
a number of aliens wholesale without Your Lordship's previous sanction.
I shall be glad therefore to
receive
Your Lordship's instructions in the
matter.
I enclose
· copy of a Memorandum by the Commanding Royal
Engineer on the subject of raising
a corps referred to above, with copy of proposed
conditions of service, dated March, 1890.
