Supreme Court will have retired from the service, and even should no other vacancies than these occur between this and then, which is not very likely, three out of four Cadets could be provided for. I may mention to Your Lordship that during last autumn a local barrister, in the absence of a sufficient number of Civil servants, was appointed to act as a Police Magistrate, while a Clerkship with a fairly good salary not long since given was to an outsider for the same reason.
In the above circumstances I trust that Your Lordship may see sufficient grounds for the appointment of two Cadets instead of one during the present year.
