such Cadets as are appointed during this year in the Colony will arrive about the month of October or November next, in which case they would be available for service, after spending the ordinary time in Canton, about the 1st of January 1893. I believe that before that period arrives several vacancies will have taken place among the Civil servants of this Colony, and I do not anticipate that there will be any difficulty in finding employment for two more Cadets by the time they are ready for it.
