I beg to submit the desirability of appointing two Cadets in place of one in the service of this Colony.
2. The reasons for making this proposal are as follows:-
The two Cadets now in Canton will come into the Colony. It has, I understand, always been considered unadvisable that one Cadet should live alone while studying the Chinese language at Canton, and were only one appointed he would necessarily have to do so on obtaining employment in Hongkong. They are now going up for their final examination in January next and will, on passing such examination, be available for service in the coming year.
