somewhat modified his scheme as regards M. Malsch proposing that he should be placed on an equal footing with the Executive Engineers, and that he should receive three thousand six hundred dollars ($3,600) per annum in lieu of Two-thousand seven hundred and sixty dollars ($2,760), his present salary. Understand that were these proposals carried out M. Maloch would be satisfied.
For his letter of the 15th February, M.I. Brown says, "lays considerable stress on the desirability of an Assistant Surveyor General being appointed, who should be a qualified Engineer of experience and special qualifications. I would, however, draw Your Lordships' attention to the fact that although Mr. Bowdler is seconded, as it were, from the Surveyor General's Department in order to act as Special Engineer for the Praya Reclamation Scheme, I am not aware that he has ever been called upon to resign his office of Assistant Surveyor General, or that he has in any way forfeited any right to return to such post hereafter, or any claim to pension that may be due."
