The term "Engineer" means anything in technical circles. The fact remains that there were documents put forward by Malsch in 1885 in support of his application for the post of Government Works. The claims were supported and, as far as I know, were done nothing but Land Officer work since - I could not feel able to endorse his claim before many years from the position of Executive Engineer merely because he "has remained in the Colonial Service" while officers of the higher grade above him have resigned and retired.

Regarding the possibility of the Bartles succeeding to the Government Engineer post as a risk which ought not to be incurred and which can only be effectively guarded against by the appointment of an Engineer-General. If the official format and pensionable scheme were worth a trial, I would hope to secure an Engineer of standing sufficient to command the respect of all the offices and in the Colony. Had circumstances permitted, it would have been possible to hold the appointment open until Mr. Carpenter was available to fill it; the arrangement might have been a good one. As things are, I regard it as fortunate that with the help he will then have, Mr. Brown ought to be able to do well.
