Tor Browns wants 4 "Assistant Examiners" and proposes Mr. Drewry (latterly Acting Staff Surveyor) and Mr. Sample (Assist. Inspector of Riding) as two of them. Mr. Sample was selected by then Browns Agents probably to give fitness to be Assist. Engineer.
Mr. Sample was appointed in the Colony, and Bakers Dr. Price can help to want accept Mr. Brown's opinion.
Two more Assist. Engineers are required, presumably from England. Enquiries from Explant were made.
Also an Architect and a chief draughtsman are required.
The staff proposed consists of (excluding Bowdler) 9 Enquirers and Surveyor, 1 Architect, and 1 Chief Draughtsman = 11 in all, against 8 Enquirers, 1 Quantity Surveyor, 1 Hand Surveyor, and 1 Assistant Inspector of Buildings.
I include the Quantity Surveyor in the latter list because, although never appointed, he was urgently required. The duties he would have performed will, under Mr. Brown's scheme, be done by the Engineers.
As Price's Deptt. was undoubtedly undermanned, and the only question is whether, considering that the Praya Works are to have a special staff, Fr. Bowdler and, according to the Hong Kong Directory, 1 Assistant, Mr. Button, and that the later Drainage Works are detached altogether, the addition of three men to the P.W. Dept. proper is necessary.
