In sending you a copy of my modified scheme for the technical staff of the Public Works Department, there are some points which I should bring under the notice of His Excellency the Governor, with a view to laying them before the Secretary of State for the Colonies.

Although some of the points to which I refer affect me personally, I can honestly say that I do not look at them from a purely personal point of view, but rather in the interest of the appointment I have the honour to hold, and of the Profession to which I am proud to belong.
