2. I do not think that Mr Brown's observations in regard to ... in the 2nd paragraph of his letter offer any ... what Your Lordship has already expressed concurrence in several of the points alluded to.

It would doubtless be desirable if such a technical College could be founded as suggested in the 5th paragraph, and Your Lordship may hereafter consider it worthwhile to consider the desirability of severing entirely the sanitary and water works from the Public Works Department. I am disposed to agree with Mr Brown to the extent of thinking that any permanent separation of these departments would probably be inexpedient, but I do not concur with him that as a temporary measure harm can accrue by keeping these Departments distinct.
Mr Chadwick remains ... so long ... in the ... to bring the proposal to the notice of the Imperial Institute.
4. In paragraphs 4, 5 and 6 Mr. Brown alludes to what he considers ... the Colony, - rather too long being engaged in carrying out what may improve the drainage and water Works ...
