It would be desirable to be trained for an uncertain future for a position which he might be sent to Gibraltar, to West Africa, or to another Colony which would give him experience.
In the event of a cessation of public works in any particular Colony, it might be very difficult to find employment for the men who have recently been engaged to work on projects.
1. It has been decided to separate the construction of the Water and Drainage Works from the Surveyor General's Department, and the question cannot be reopened, but I do not understand that permanent separation was contemplated.
III. The position of Mr. Brown being Executive Engineer, GR1178/1922/32(III) has doubtless made him feel very strongly about Mr. Chadwick's appointment.
