agree as to the term of engagement, adding that at the expiration of that term, they will, if their service has been satisfactory, at their own option, either be given a free return passage to this country, or, in lieu of a return passage, be allowed to be retained as members of the permanent government service, counting their five years for purposes of pension and leave.
