although I had previously explained that as a matter of fact the increased expenditure to the Colony only

is unnecessary,

and it was

on account

of this

opinion than by any proposed increase of

expenditure that the discussion took place.

It would have

given rise to serious inconvenience had the Finance Committee decided

not to recommend the
