2. Mr. Brown being informed of this decision, has reported that he considers the sum of £100 thousand pounds, £2,000 for the purchase of machinery and material in England, not to be exceeded at any rate this year. He has, however, under consideration the points raised in Sir John Cooke's letter to the Crown Agents of the 16th of December, forwarded in Sir Robert Herbert's despatch No: 246 of the 31st of December.

And in his report thereon he will deal in a detailed form with the question of the machinery required.

Your Lordship will have observed that the plant referred to in the 10th and 14th paragraphs of Mr. Brown's report of the 9th of January, can, in his opinion, be purchased locally.

I have the honour to be, My Lord, Your Lordship's Most obedient, humble servant,

H. H. Hoppe
