19 would suggest for your consideration, that in future a rule should be laid down as to sick leave, similar to that (in force at Mauritius, British Guiana and the Straits Settlements), and is to the effect that all absences from duty on the ground of ill-health in excess of 25 days in any one year or in excess of 10 days at a time should be deducted from vacation leave.
