of the Official Members of the Legislative Council.

2. I had Your Lordship's public despatch before the Legislative

Council at its last

meeting

on the 12th instant and I stated that,

while affording

Members

a reasonable opportunity of perusing

the arguments

in favour of the proposed Military contribution, it would be incumbent

upon

me to move

for a necessary delay.

3. I shall, of course, bear in Mind

Your

Lordship's directions

as to having a sufficient number of Official Members present to ensure the vote being carried, but I trust that some of the

Unofficial members

will also see their

way

to vote in accordance with

Your Lordship's wishes.

There is, I believe,

a tendency at present to follow the example of

the Unofficial Members

by offering

an increase

of expenditure, but I think it is

possible that between this and

the next week or

two, when I intend
