With regard to collisions
generally

Wang Manglers
and Merchant Office(r)s,
I beg to own that they do
not seem
to me
to offend
against the chance of
1877 which
seems to punish
those matters which concern
China.
It has
actually enacted
a similar provision in Section
15 of the Straits King Ordinance,
22 of 1887, having been,
I understand, suggested to him
by a perusal
of the Gibraltar correspondence.
Colonial law unless British
jurisdiction
is
violated
is
dealt with
if the alleged offender is brought
contrary to the food law of the country into which
he is being brought.
