We should also be good enough to cause him to be informed that there is no record of his having been received permission from the Governor to accept employment with the Japanese consul, and he should be warned that he must not again accept such employment without special permission from the Governor.
I fully concur in your opinion that such permission to accept outside employment should not be given to civil servants except perhaps in such special cases as are referred to in paragraphs 3-5 of your despatch under acknowledgment.
