paid by the School at the
rate of $50 a month.
The grounds upon which permission was granted in these cases appear to have been that
the Schools in question were deserving Institutions which
were in temporary difficulties as to their teaching staffs.

I consider, however, that there are serious objections to officers in the Government service accepting outside employment, as it can, in my opinion, be a temptation to them to neglect their regular and more legitimate duties.
