Last year the Straits as a special privilege paid for the passage of a Chaplain's locum tenens from India to Penang (see par. 2 of 1236/89-90).
It seems to me that it would be a bad precedent to pay for the passage from England of a Substitute for Mr. Jennings, who only returned from leave recently.
