If it is desired that the Library should have a perfect collection of Stamps supplied by Governments I would suggest that my Department should be told to mind that arrangements be made for regular supplies to the Library as well as printing. We have always been in touch with the Crown Agents for the Colonies and can easily arrange the supply to the G.O. Library. I conclude that the C.O. will be satisfied with Stamps overprinted with the word "Specimen" which is done in the case of all supplies.

I have made a list of the Stamps we already have which I have shown to Mr. Blake who has promised to complete it as far as possible. He has also promised clean stamps instead of those overprinted with the word "Specimen", as all those printed now have are however many Colonies, including the Responsible ones for which the Crown Agents do not supply, and as it is not complete, I have drafted a Circular asking for theirs.
Danish, Cape & Tasmania, which have been supplied by the Crown Agents. Mr. Blake tells me that they will in future print their own, & I have therefore included them in the Circular.
The Crown Agents have sent some stale stamps which are not used. I think we might use them as specimens from 15/1
