for the time being. (not the person discharging

or the Senior Military Officer to Administer the Government of Hong Kong
in the absence of the Sovereign) is still kept in the
Commission books as
a record.
It has been superseded by the Letters Patent of 19 January 1888 Article 16 of
which vests the succession in the person lawfully discharging the functions of Colonial Secretary. Mr. Fleming reported his assumption of the post on the 19 Feb. 1888 under the Article above referred to; and I therefore conclude that he rightly regards
