to the very great satisfaction of the public and
I should be
very sorry
to lose the benefit of
his services; and
in the, I fear, not improbable
event of Sir James
Russell's retirement, I feel sure
that Mr Clarke's appointment in
his place would give very general,
and, I know, deserved satisfaction.
I therefore feel it my
duty to support, though with great reluctance, his application for
promotion elsewhere; and I recommend Your Lordship's favourable
consideration of his case.

position in Hong Kong,
is not
such as his ability and services deserve.
I had
an old and influential resident of Hongkong tell
the other day, that though the Colony on the whole had been fortunate in its Judges,
Mr Clarke was regarded by the Colonists generally as the strongest they had ever had.
