that the number of members of the Council should be permanently increased by the addition
of two official members; and two unofficial members.
Lord Knutsford has approved
the proposed appointment
of Mr.
M. Mitchell Innes
& the necessary warrant
has already been sent
to the Colony;
but
as at present advised his Lordship feels no sufficient reason
before deciding upon
new Members

that the Harbour Master should be
one
of the additional official members,
his Lordship
and I gather that the other
official member when recommended would be Mr. Wodehouse the Police Magistrate.
