that Mr Mitchell-Innes should be a long Member of the Council so he was Registrar General, and I should be glad if this intention could be carried out. There is however a legal difficulty (as explained in my despatch above referred to) in the way of appointing him in place of Mr Lockhart, and under the circumstances I would suggest that he may be appointed independently to be a member of the Council, I see no objection to this course, by which the official members would be again brought up to their full strength, I should be glad if you would inform me by telegraph, and cause Her Majesty's warrant to be sent out without delay.
