In my report of the 9th August last respecting Sir John Coode's report of 28th December 1888 on the works included in the Praya Reclamation Ordinance 1889, I expressed the opinion that it might be found necessary to introduce some modification in the form of construction of the Praya wall. Since the date of my report, I have further considered the proposal to consolidate the rubble mound which forms the base on which the wall rests, by passing heavy rollers over it; and I am firmly convinced that owing to the great depth of mud along the line of the wall, so great a subsidence would take place in the surface of the mound under the weight of the wall,
