I find I made a very stupid blunder in the previous paper, through leaving out "not" in the quotation from Art. XIV from the Instructions.
It appears that W. Brown's provisional appointment was all right, the only fault being that though it was made 6 months ago it has not yet been reported. I submit draft despatch to 8.W.2.18/1
I thought it an odd provision in the restrictions, but owing to the presence of business and being at the moment hot-headed, was obliged to bolt the matter without mending it. Ez 18.1.20
I think the telegram required as the first neg reply re Mr. Brown's vote in the Council.
