to be signed by any two of such Head Officers, if there shall be more than one, or by such Head Officer, if there shall be but one, together with "such a statement as will exhibit the merit, and value, and labour of the services of the Person recommended, embracing as long a period of his public service as can be authentically stated," and observations as to Special Services, Suspension, Reprimand, &c., with full particulars of any injuries received on duty, or other claims or matters for consideration.
Mr Ching Isin was introduced to me in 1875 by my predecessor "the most useful man in the Post Office", and so I found him to be. His duties were severe, but he was always ready to perform them, or to undertake additional work at any hour of the night or day. When he was offered an increase of salary to undertake increased responsibility, he accepted the responsibility but declined the extra salary.

Mr Ching Din entered the service on the 13th Dec. 1866. He completed 23 years.
His salary for the last three years has been $360 per annum.
He will thus be entitled to a pension being 28/60th of his salary.
