the investment made in the Colony, it can only be on the clear understanding that the Government will not be liable for any loss sustained thereby.

The fotholder, to whom five years' interest during some part of the large sums paid in from time to time on this account has been spent before the advance is a serious matter, will doubtless wish to avoid the risk of loss due to a rise in exchange, especially as the Hongkong and Shanghai Bank are allowing them five per cent on the daily balance to their credit.

The correspondence with the contributing land owners on this subject is not yet complete, and until I receive their decision, expected every day, I propose to stay the remittance of the surplus balance.
