attention, naturally devotes the caller mainly to the material development of the Island, the effect of which circumstance, is to make the Head of The Public Works Department of Hong Kong take rank almost as the principal lieutenant of the Governor and to impose on him increased public obligations and responsibilities that are even more onerous than those attaching to the offices comprised in the enclosed printed lists which I have underlined in red in order to facilitate comparison and which Your Lordships will perceive are in England placed in The Second Class and conceded an additional seven years.
I may state frankly that I called attention to this matter while I was still in the civil service of the Colony because I conceived that if the justice of my contention were recognised, Your Lordship would readily allow me at least the benefit of the same concession of seven years. My views were supported at the time not only by the Committee appointed to consider the proposed new Pension Minute of which Committee Sir. Samuel Russell was Chairman, but also by the Secretary my superior, but as I left the Colony before the local Government was in possession of your Lordship's decision I am still ignorant as to whether Your Lordship has approved or disapproved of my application to be allowed to count any additional time in the computation for pension over and above the five years hitherto prescribed and it is on this point I now respectfully ask to be enlightened.

Second Class (seven years). Professors and Masters of the Royal Military College and similar Establishments; Medical Officers employed in the Civil Service, and giving their whole times; Inspectors of Mines, Factories, Coal-mines, Auditores Prisons and Reformatories, Constabulary, Poor Law,
Third Class (five years). Government Chaplains of Convict Prisons, Inspectors of Schools, Inspectors of Art, Translator at the Foreign Office.
My Lords will add to the foregoing list any other offices which may, on full consideration, appear to be properly within the scope of the 4th section of the Act.

My Lords have under consideration the 2nd Report of the Superannuation Committee, appointed by the Minute of 30th May, 1859.
The Committee recommend that the following offices, in addition to those enumerated in the Minute of 14th June, 1855, shall be brought within the provision of the 4th clause of the 22nd Vic, c. 26, so far as entitling the persons filling such offices to have an additional number of years computed in the calculation of the period of their services, with a view to superannuation allowance on retirement, by reason of the professional or peculiar qualifications required for such offices, and be placed in the 1st, 2nd, or 3rd classes established by the said Minute for such purposes:-
In the Home Office. Assistant Commissioners of Police Police Surgeon-in-Chief Directors of Reformatories Governors of Prisons Medical Director-General Director of Works. Surveyor-General of Prisons.
To be placed in the 3rd Class.
