With reference to the proposed New Hong Kong Pension Rules which I apprehend is still under the consideration of your Lordship's Department, I had the honour last to Represent to Sir W. des Voeux for submission to your Lordship the justice of allowing the Surveyor General and the Assistant Surveyor General of the Colony to count at least one additional seven years in respect of their pensionable term of service instead of the additional five years hitherto allowed in the Minute on account of professional qualifications.

I ventured to make this representation because it appeared to me that the classifications recommended by the Superannuation Committee as set forth in the five printed Treasury Minutes which I annex, apply with the same if not with greater force to scientific officers serving the public abroad as it does to their counterparts in the Public Service at home.

Moreover with regard to Hong Kong there were admittedly special reasons which made my representations deserving of your Lordship's favourable consideration, for the Government of that Colony having to meet great political problems is engaged in...
