I beg to state that permission has been granted to me to make a formal application for the post of Government Secretary at Malta which has recently become vacant by the promotion of Sir Hely-Hutchinson.

I have before stated to your Lordship in several applications to be considered for an appointment in the Executive branch.

I desire to obtain a post of corresponding importance to the kind of promotion that I have a right to look for in the service.

There is no prospect of a Chief Justice being appointed for some time, and this appointment being considered as a stepping stone to the Chief Justiceship, I much desire it.
