It is usual
for Governors to arrange questions of leave of absence
to their Private Secretaries, without reference
to the Secretary of State,
such leave being of course only granted
provided salary is available and subject
to the principles of
the Colonial Regulations affecting
Leave of absence.
I am not aware at what date Mr. Bethell
may have commenced to draw pay as Private Secretary, but there is undrawn pay successive to Mr. Bethell's departure; I see no objection to his being granted leave from that date for a period not exceeding the time that has naturally elapsed between his departure and ...
