Apologizing for the trouble I am giving you, I have to state that the Austrian Government does not charge the maintenance of destitute foreign subjects who have become insane in Austria to such Foreign Governments who observe reciprocal maintenance.

The question now is whether the Colony of Hongkong is to be considered as a State observing such reciprocity as is done in Great Britain or whether that Colony has a special law to the contrary.

I am no doubt aware that you are compelled to give me an answer on this matter.
