I think the simplest plan will be to instruct the Crown Agents that before any teacher is appointed from one of these colleges, he must repay into a bond to refund the amount owing to the Treasury or must enter into a bond to refund the same, which will then be recovered by the Crown Agents from his colonial salary. The amount will be repaid in the first instance by the Crown Agents.
