I think the Clause very objectionable, as giving arbitrary power to arrest (not who is committing any unlawful act of prostitution, but) whom they may suspect of being for the purpose of such act.
XXX, if it is meant to avoid against solicitation, it should be more explicit. I think all that is really required is already provided by these clauses is already provided 27 (1) of this Bill.
The word "place" in that section is wide Enough if amended by altering the word "kept" in C. 2 to "used" and so to cover any public place, or any house, or any junk etc. abare;
