1887 the Secretary of State for Foreign Affairs, in sending Postmaster General a long interesting despatch from H. M. Minister at Peking, expressed the opinion that the question was not ripe for decision.
The despatch in question was returned to the Foreign Office on the 5th of September 1887; and no further communication on the subject has since been received.
