With reference to your letter of the 12th instant, respecting the site of the Powder Magazines Victoria, Hong Kong:
I am directed by the Secretary of State for War to forward for the information of Lord Knutsford, the accompanying copy of a report from the Officer Commanding the Troops at Hong Kong.
2. I am to observe that the proposal of Major General Edwards to which you allude is one which would require to be worked out in detail, and to be very fully considered, and even if adopted, a long time must elapse
