In June 1883 the Secretary of State in
answer to a petition from the holders of Garden Lots at
Kowloon 'consented that the Garden Leases should be converted
into building leases of 75 years on certain conditions and
a Committee was appointed to fix the increased premium and
annual rental.
The Committee reported. Mr. Humphreys objected
to the premium and rent and had not accepted the terms
offered when the Government was informed that the ground
was required for military purposes.
i was Acting Attorney General at the time
and was consulted as to Mr. Humphrevs's right to a renewal
of the lease.
My opinion was forwarded to the Military
Authorities at home. Some delay took place in England and
in answer to a memorandum from Colonel Storer dated 17th.
October 1887 Mr. Price stated that it was not fair to keep
the owners of certain lots at Kowloon in suspence and sub-
mitted that the war Office be pressed to say whether they
wanted the lots or not.
His Excellency the Governor approved of the
suggestion of writing to the Military Authorities and letter
to Military Secretary No. 1805 of 23rd. November 1887 was
sent pressing for an early decision in the matter.
This letter was forwarded to the Secretary of
State for War. Vide letter of Captain Yeatherd dated 26th.
