end of sub-section (2) a proviso is inserted for the
decision by the Governor in Council, assisted by the Chief
Justice, as to the surrender or not of a criminal, when
there is reason to suppose that such criminal has been
resident in the Colony for one year and upwards.
Boththese additional provisions aim at the protection
and safeguarding of Chinese from false charges.
The third and last exception is the elimination
of the section relating to the admission in evidence of
affidavits declarations &c. made in China.
