5. I propose to organize the Department in the following

The administrative branch to
consist of the Surveyor Genera. C, and (aching under him) the Resistant Surveyor General, one assistant Engineer and the Chief Draughtsman: Their duties would be the general expervision and control of the work of the department, and include the preparation of designs for new works,
arrangen ent of contracts, and the settlement of the Contractors
the
accounts.
6. The executive work would be arranged under the following heads :
1. Sanitary Branch.
2. All other works /excepting Buildings ) 3. Buildings
Branch.
4. Land Survey and Agency.
7. Each of these four branches
