would all greatly benefit by the material development

and increased prosperity resulting from their being

brought into direct Telegraphic communication with each

other. In illustration of this I may point to the Cape

of Good Hope where the Telegraph has so largely assisted

in developing the Mining Industries and material welfare

of the Country.

I would submit the following apportionment of

the balance of Subsidy as a basis of negotation, but

the figures can of course be adjusted to meet the cir-

cumstances of each case.
